Define Your Goals
First, determine the purpose of your distro. Is it for a specific device, a lightweight system, or a learning project? You then decide the workflow and setup for the distro. Such as whether or not you need tiling window managers or floating window managers, install apps from scratch or use apps from a specific desktop environment, code your interface(using wm(s)), or just apply themes, etc.
